General guidance, not a permit decision. Based on the City of Seabrook Code of Ordinances (Appendix A zoning, Articles 1, 3, 4, 7 and 8) and the city’s Permits and Floodplain pages, checked November 5, 2026. Confirm anything site-specific with the city or your HOA.

Fence rules inside the City of Seabrook

Seabrook is an incorporated city with its own zoning code (Appendix A of its Code of Ordinances). We read the articles that mention fences and found three things worth knowing before you plan one.

1. Hazardous fences are unlawful. Each district section says it is unlawful to erect or keep a fence that includes barbed wire, concertina wire or other material capable of unreasonable harm, or one that is electrically charged. The exceptions are a low-voltage pet wire along the fence’s interior and approved government use.

2. Waterfront lots have a setback rule. In the R-1 district and the higher-density R-2 district, impervious fences are not permitted in any required waterfront setback. The setback is at least 25 feet and can be larger depending on the neighboring structures. The code does not define “impervious fence,” so ask the city whether a solid wood fence, a vinyl fence or a see-through aluminum fence counts on your lot.

3. Other fence text is narrow. The landscaping section bars chain link and keeps screening fences behind the front facade, but it applies to new developments. R-2 zero-lot-line walls are limited to eight feet. We found no general residential fence height cap in the sections we read, so we don’t state one.

The city’s Permits page lists the work that needs a building permit, and fences are not on it. Seabrook also requires a floodplain permit for development in the floodplain under Chapter 38 of its code, without naming fences. Because we can’t say how the city treats a fence on your lot, confirm with the Building Department at (281) 291-5669 before you build.

Four panels. Not allowed in any district: barbed wire, concertina wire or electrified fences, with narrow exceptions. Waterfront lots in R-1 and R-2: impervious fences are not permitted in a required waterfront setback, and the term is undefined. Permits and floodplain: the permit list does not name fences, so ask the Building Department. Private rules still apply: deed restrictions, HOA approval and easements. NOT ALLOWED IN ANY DISTRICTZoning code, each district section A fence built with barbed wire, concertina wire, or other materialcapable of unreasonable harm, or onethat is electrically charged. Narrow exceptions: a low-voltage petwire inside the fence, and government use. WATERFRONT LOTS (R-1, R-2)Sec. 3.03.04 and 3.04 “Impervious fences are not permittedin any required waterfront setback.” The code does not define “imperviousfence,” so ask the city if your designcounts before you pick a style. PERMITS AND FLOODPLAINseabrooktx.gov Permits and Floodplain pages The city’s list of permit-required workdoes not name fences. Development in the floodplain needs apermit (Chapter 38); fences are not named. Ask the Building Department: (281) 291-5669. PRIVATE RULES STILL APPLYNot city rules – your own documents – Subdivision deed restrictions– HOA or architectural approval– Utility and drainage easements shown on your plat or survey Get approvals in writing first.

Fencing a bayfront or canal lot in Seabrook

Seabrook’s 21.3 square miles are 75% water by area, according to the Census figures quoted on Wikipedia, so many lots touch a bayou, canal, lake or bay. For those lots the water-abutting setback is the first line to find. The code sets the minimum at the greater of the average setback of the two adjoining structures within 100 feet, two-thirds of a single adjoining setback, or 25 feet. With neighbors set back 30 ft and 40 ft, the average is 35 ft, so the line is 35 ft; with one neighbor at 36 ft, two-thirds is 24 ft, so the 25 ft minimum wins. Those numbers are examples, not your lot.

Open fences matter near the water for practical reasons too. Wind and storm water move through an aluminum or iron fence more easily than through a solid panel. We won’t promise how any fence performs in a storm, but ask your installer how posts and panels are set for your site.

Plan view of a lot beside the water with a house, a shaded required waterfront setback along the water side where no impervious fence may stand, and an amber fence line kept outside it. A side panel works the setback rule: the greater of the neighbors average or 25 feet, with two worked examples of 35 feet and 25 feet, and a five-step checklist before building. PLAN VIEW: A WATERFRONT LOT IN AN R-1 DISTRICT WATER requiredwaterfrontsetback house fence line OUTSIDE the setback no impervious fence in the shaded zone property line (confirm on your survey)Illustration, not to scale and not a drawing of any one lot. HOW THE CODE SETS THE SETBACK Sec. 3.03.04.C, minimum is always 25 ft Two adjoining structures within 100 ft:greater of their average setback or 25 ft Example: (30 + 40) / 2 = 35 ft -> 35 ft One adjoining structure within 100 ft:greater of 2/3 of its setback or 25 ft Example: 36 ft x 2/3 = 24 ft -> 25 ft None within 100 ft: 25 ft.Examples use made-up setbacks. BEFORE THE FENCE GOES IN 1. Check your lot is inside Seabrook city limits2. Find the property line and easements on your survey3. On water, ask the city for your setback line4. Get HOA / deed-restriction approval in writing5. Ask whether your lot is in a flood zone

Driveway gates and automatic openers

If you want a drive gate, decide the opening width, which way it swings or slides, and whether you want an automatic opener now or later. A double gate’s leaf width is the opening divided by two: a 12 ft opening gives two 6 ft leaves, and each sweeps a 6 ft radius when it swings, so beds, steps and slabs have to stay out of that arc. A sliding gate needs a clear run beside the drive instead. Seabrook’s published rules we read don’t cover gate operators, so confirm any electrical work with the city before it starts.

We install driveway gates, walk gates, openers and access control, and repair existing gates and fences. If a fence or gate is already damaged, tell us what happened and we’ll look at it.

Questions we get about this

Do you install fences and gates in Seabrook, TX?
Yes. We install and repair wood, vinyl, chain-link, aluminum and wrought-iron fences, plus driveway gates, automatic gate openers and commercial fencing, for Seabrook from our Galveston base.
Do I need a permit for a fence in Seabrook?
The City of Seabrook’s Permits page lists the work that needs a building permit, and fences are not on that list. The city also requires a floodplain permit for development in the floodplain, without naming fences. Call the Building Department at (281) 291-5669 about your lot before you build.
How tall can a fence be in Seabrook?
In the zoning sections we read we found no general residential fence height limit, so we don’t state one. A zero-lot-line wall in the R-2 district is limited to eight feet. Deed restrictions or an HOA may set a limit for your subdivision, so ask the city and check your documents.
Are barbed-wire or electric fences allowed in Seabrook?
No. The zoning code says it is unlawful to erect or keep a fence with barbed wire, concertina wire or other material capable of unreasonable harm, or one that is electrically charged, with narrow exceptions for a low-voltage pet wire inside the fence and approved government use.
Can I build a privacy fence on a waterfront lot in Seabrook?
In the R-1 and R-2 districts the code does not permit impervious fences in a required waterfront setback, which is at least 25 feet. The code does not define the term, so ask the city whether your fence style counts and where your setback line is.
Do HOA or deed restrictions apply in Seabrook?
If your subdivision has them, yes. They are private rules separate from the city and can limit height, material, color or placement. Get written approval first.
Do you build driveway gates and automatic gates in Seabrook?
Yes. We build walk gates and driveway gates and install automatic gate openers and access control. Plan the opening width and swing first: a 12 ft double gate has two 6 ft leaves, each sweeping a 6 ft radius.
