Hitchcock’s fence rules change between the front yard and everywhere else

Hitchcock’s Code of Ordinances (Sec. 150.101) treats a fence differently depending on which yard it sits in, and whether a permit applies at all. Fences, walls and barriers 7 ft or under need no permit; anything over 7 ft - front, side, rear, residential or commercial - requires a permit purchased per the city’s own fee schedule. In the front yard, a fence tops out at 4 ft, but the code adds a second condition most homeowners don’t expect: no fence or wall may obscure vision above 3 ft. Read together, that means a solid wood privacy fence is effectively capped at 3 ft in the front yard - the last foot, up to 4 ft, has to be open or see-through (open picket, wrought iron, chain link).

A side or rear yard gets more freedom: up to 7 ft, with no vision-obscuring rule at all - a solid privacy fence is fine the whole height. One more rule applies to every corner lot: inside the 20-ft visibility triangle measured from the intersection point along each curb or pavement edge, no fence, wall, hedge, shrub or tree is allowed at all, regardless of height and regardless of whether the land is publicly or privately owned.

Which fence materials are allowed in Hitchcock

Hitchcock’s code (Sec. 150.101(D)) names its allowed residential fencing materials directly: brick, stone or other architectural masonry; tubular steel or wrought iron with structural supports no more than 10 ft apart; rock or concrete block; a wooden privacy fence, like both projects below; city-approved alternate screening; chain link or cyclone fencing; and vinyl. Barbed wire and concertina wire are allowed too, but not on a residential lot under 1 acre.

A short list is banned outright, in any yard: cast-off or secondhand items never meant to be fencing; plywood under 5/8 in thick, particleboard, paper or plastic tarp; and metal, steel, galvanized, tin, fiberglass or polycarbonate panels of any kind.
