The short answer

Mustang Fencing Services installs fences and gates in Pirates Beach and the other West End subdivisions, which are inside the City of Galveston. The City fence rules apply: 8 feet for side and rear fences at a home, and 4 feet in a front yard (5 feet if at least 60% see-through). What changes on the West End is where the lot sits. A fence within 1,000 feet of mean high tide needs a site plan emailed to the City’s coastal division, beachfront lots meet the dune rules, and in a V flood zone the space under the house can only be closed in with breakaway walls, open lattice or screening.

What we install on the West End

Pirates Beach sits on the West End of Galveston Island, past the end of the seawall. We install new fences and gates here for full-time homes, weekend houses and rentals:

  • Open fences around raised homes: vinyl spaced pickets, aluminum and ornamental iron. They mark the yard, keep pets and kids in, and let wind, sand and water through.
  • Privacy where you need it: wood or vinyl privacy along a side lot line or around a hot tub or outdoor shower, and chain link for dog runs and utility areas.
  • Gates: walk gates to the beach path or the canal, double gates for a boat or trailer, and driveway gates, with openers and access control if you want them.
  • Pool barriers for ground-level pools beside elevated homes.

Beachfront, rows back, or canal: why the lot matters

On the West End, the same fence can need different paperwork depending on the street. The City of Galveston fence permit asks one question that matters more here than anywhere in town: is the fence within 1,000 feet of mean high tide? If yes, a site plan goes by email to the City’s coastal division at coastalresources@galvestontx.gov along with the application.

  • Beachfront lots are very likely inside that distance. They also sit next to the dunes. State rules put the dune protection line no farther than 1,000 feet landward of mean high tide, and treat “construction” broadly: building, site work, clearing and grading. The City handles beachfront construction certificates and dune protection permits under Chapter 29 of the City Code. Ask the City whether your fence line needs one before anything goes in near the dunes. Seaward of the dune protection line is “Public Beach” in the City’s rules, not yard.
  • Lots a row or more back may or may not be within 1,000 feet. Measure from the Gulf mean high tide line, not from the road.
  • Canal and bay lots back onto tidal water. The permit form doesn’t say which shoreline it means, so ask the coastal division whether a site plan is needed. The bulkhead and the soil behind it are part of the layout conversation at the estimate.

Fencing around and under a raised house

Most West End homes stand on pilings, and many Gulf-side lots are in a FEMA V or VE zone: the coastal high hazard area, where surge comes with waves. Look your lot up on FEMA’s Flood Map Service Center or check its elevation certificate.

In a V zone, the City’s Flood Damage Prevention Ordinance says the space below the lowest floor has to be free of obstruction, or closed in only with breakaway walls, open wood lattice or insect screening meant to collapse under wind and water without damaging the house. A breakaway wall is designed for a safe load of 10 to 20 pounds per square foot. Enclosed space can be used only for parking, building access or storage, and the owner signs a non-conversion agreement that is filed with the deed.

What that means for a fence:

  • A yard fence that runs up to the house and stops leaves the under-house space open. That is the simplest layout.
  • A fence or gate that would close in part of the space under the house becomes part of that enclosure question. Talk to the City floodplain administrator before you build it.
  • Open designs such as spaced pickets and aluminum or iron let sand and water through. A solid panel catches everything moving across the lot.

Lots in A zones have their own rules for space below the lowest floor. We don’t decide flood-zone questions; the City does.

Materials for Gulf-front lots

Salt air, blowing sand, sun and wind decide how long a West End fence looks good. The details to ask about:

  • Hardware first. Hinges, latches and fasteners usually give out before the fence does. Ask for galvanized or stainless hardware on any material.
  • Vinyl doesn’t rust or rot, and open picket styles suit yards around pilings. Choose the picket spacing you need, because the rails set it at the factory.
  • Aluminum has the look of iron without rust, which is why it shows up around pools and beach lots.
  • Ornamental iron and steel are the strongest, but they rust wherever the coating is broken, so plan on touching it up.
  • Wood gives the most privacy for the money but moves and weathers in Gulf humidity. Seal or stain it, and keep sand and mulch off the bottom boards.
  • Wind: a solid fence takes the full force of the wind; an open one lets it through. Post spacing, footing depth and gate framing are sized for the site. We don’t sell any fence as hurricane-proof. See hurricane-ready fencing for the design choices and their limits.

Deed restrictions and owners’ associations

Many West End subdivisions have deed restrictions, and some have an owners’ association or architectural committee that approves fences. Those rules can be stricter than the City’s: height, style, color, or where a fence may run on a beachfront or canal lot. The City’s fence permit makes the applicant certify that the fence doesn’t violate any deed restrictions, so get the association’s approval first.

From estimate to finished fence

1. Free on-site estimate. We walk the line with you and measure it, and note the pilings, stairs, grade, sand, utilities, the bulkhead on a canal lot, and where gates go. We look at how close the fence runs to the beach or tidal water and whether it would close in space under the house.

2. Material and design. We talk through vinyl, aluminum, iron, wood and chain link for your lot, and the hardware to go with it. You get a written estimate after the visit.

3. Permit and approvals. The City fence permit, a coastal site plan when the fence is within 1,000 feet of mean high tide, any beachfront or floodplain questions, and association approval all come before the first post.

4. Installation. Posts are set, panels or pickets hung, and gates adjusted so they swing and latch. We walk the finished fence with you before we leave.

What affects cost and timing: the length and height of the run, the material and hardware, how many gates and how wide, working around pilings and stairs, sand and soil, access for materials, removing an old fence, and how long approvals take. What fence holds up best near the beach?
Vinyl and aluminum don’t rust, and open styles let wind and sand through. Iron is strongest but needs its coating kept up, and wood needs sealing. On any material, galvanized or stainless hardware matters most. No fence is hurricane-proof.
Can you build a pool fence at a raised beach house?
Yes. The City of Galveston pool permit application requires new pools to meet the 2021 International Swimming Pool and Spa Code: barriers at least 48 inches tall, with self-closing, self-latching gates that open away from the pool. See our pool fencing page.
