Which fence rules apply at your Seabrook address?
Answer a few questions to see which published rules to confirm before you build. It points you to the right office; it isn’t a permit decision.
General guidance, not a permit decision. Based on the City of Seabrook Code of Ordinances (Appendix A zoning, Articles 1, 3, 4, 7 and 8) and the city’s Permits and Floodplain pages, checked November 5, 2026. Confirm anything site-specific with the city or your HOA.
Fence rules inside the City of Seabrook
Seabrook is an incorporated city with its own zoning code (Appendix A of its Code of Ordinances). We read the articles that mention fences and found three things worth knowing before you plan one.
1. Hazardous fences are unlawful. Each district section says it is unlawful to erect or keep a fence that includes barbed wire, concertina wire or other material capable of unreasonable harm, or one that is electrically charged. The exceptions are a low-voltage pet wire along the fence’s interior and approved government use.
2. Waterfront lots have a setback rule. In the R-1 district and the higher-density R-2 district, impervious fences are not permitted in any required waterfront setback. The setback is at least 25 feet and can be larger depending on the neighboring structures. The code does not define “impervious fence,” so ask the city whether a solid wood fence, a vinyl fence or a see-through aluminum fence counts on your lot.
3. Other fence text is narrow. The landscaping section bars chain link and keeps screening fences behind the front facade, but it applies to new developments. R-2 zero-lot-line walls are limited to eight feet. We found no general residential fence height cap in the sections we read, so we don’t state one.
The city’s Permits page lists the work that needs a building permit, and fences are not on it. Seabrook also requires a floodplain permit for development in the floodplain under Chapter 38 of its code, without naming fences. Because we can’t say how the city treats a fence on your lot, confirm with the Building Department at (281) 291-5669 before you build.

Fencing a bayfront or canal lot in Seabrook
Seabrook’s 21.3 square miles are 75% water by area, according to the Census figures quoted on Wikipedia, so many lots touch a bayou, canal, lake or bay. For those lots the water-abutting setback is the first line to find. The code sets the minimum at the greater of the average setback of the two adjoining structures within 100 feet, two-thirds of a single adjoining setback, or 25 feet. With neighbors set back 30 ft and 40 ft, the average is 35 ft, so the line is 35 ft; with one neighbor at 36 ft, two-thirds is 24 ft, so the 25 ft minimum wins. Those numbers are examples, not your lot.
Open fences matter near the water for practical reasons too. Wind and storm water move through an aluminum or iron fence more easily than through a solid panel. We won’t promise how any fence performs in a storm, but ask your installer how posts and panels are set for your site.

Driveway gates and automatic openers
If you want a drive gate, decide the opening width, which way it swings or slides, and whether you want an automatic opener now or later. A double gate’s leaf width is the opening divided by two: a 12 ft opening gives two 6 ft leaves, and each sweeps a 6 ft radius when it swings, so beds, steps and slabs have to stay out of that arc. A sliding gate needs a clear run beside the drive instead. Seabrook’s published rules we read don’t cover gate operators, so confirm any electrical work with the city before it starts.
We install driveway gates, walk gates, openers and access control, and repair existing gates and fences. If a fence or gate is already damaged, tell us what happened and we’ll look at it.
