The short answer

Mustang Fencing Services installs and repairs wood, chain-link, wrought-iron and aluminum fences, plus driveway gates, automatic gate openers and commercial fencing, for Pasadena, TX from our Galveston base at 1105 Avenue H. Pasadena, in Harris County, is the second most populous city in the county, with 151,950 residents at the 2020 census. Its fence ordinance (Code Sec. 9-3) requires a permit from the building official for most fence work, caps residential fences at 7 ft unless subdivision deed restrictions say otherwise, and limits a fence forward of the front building setback line to 4 ft of chain link, wrought iron or white picket. It also requires fences to stay 5 ft back from open ditches and off drainage easements.

7 ftResidential fence maximum, unless deed restrictions prohibit it (Sec. 9-3(1))
4 ftMaximum forward of the front building setback line, in chain link, wrought iron or white picket

Enter your plan to see how it lines up with the City of Pasadena fence ordinance (Sec. 9-3 to 9-6) and what the ordinance’s permit-fee formula works out to. It’s a quick check, not a permit decision, and it doesn’t cover your subdivision’s deed restrictions.

General guidance, not a permit decision: the City of Pasadena makes the actual call (Planning Department, 713-475-5543). Based on the City of Pasadena Fence Ordinance, Sec. 9-3 to 9-6, checked November 5, 2026. The fee formula is the one printed in the ordinance; confirm the current fee with the city.

Permits, height and placement in Pasadena

Pasadena’s ordinance (Sec. 9-3) says no fence or wall may be erected, enlarged, altered or moved without a permit from the building official. The exceptions are barbed wire (a two- or three-strand livestock pasture fence), minor repair, and replacement with no change in material or location. The permit fee is set at $20 for each 500 lineal feet or part of it in each side of the fence, gates and doors included, and the application needs a scaled site plan, a statement of the materials, and a legal description with setback, building and property lines.

For a residential property the maximum height is 7 ft, unless subdivision deed restrictions prohibit it. Any fence placed forward of the front residential building setback line must be chain link, wrought iron or white picket only, no taller than 4 ft. Residential fences follow the construction types in Sec. 9-4(c) – wood boards at least 1 in thick and 4 in wide of redwood, cedar, fir or pine (or 3/4 in marine plywood), or masonry – as well as chain link or wrought iron. Vinyl and aluminum aren’t named in that text, so we tell customers to ask the city before ordering them for a Pasadena permit.

Placement rules matter as much as height: no fence may encroach a road right of way or reduce sight visibility, none may sit within 5 ft of an open drainage channel, ditch, swale or bayou, and none may be built on or inside the drainage easements of the city, Harris County, TxDOT or the Harris County Flood Control District (Sec. 9-3 and 9-6). Electrically charged fences are unlawful (Sec. 9-5).

Four panels. Permit required to erect, enlarge, alter or move a fence, with a fee of 20 dollars per 500 lineal feet per side. Residential limits: 7 feet maximum, and 4 feet of chain link, wrought iron or white picket forward of the front building setback line. Where it can go: not into a right of way, 5 feet from open ditches, not on drainage easements. Deed restrictions and HOAs in Pasadena

The city’s 7 ft figure is a ceiling, not an entitlement: the ordinance itself says it applies unless prohibited by subdivision deed restrictions. Many Pasadena neighborhoods have their own rules on height, material and placement, and they are separate from the city permit. Read your deed restrictions or ask your HOA before you pick a height or a style, and get approvals in writing. We can’t see your subdivision’s documents for you, so bring them to the estimate.

Questions we get about this

Do you install fences and gates in Pasadena, TX?
Yes. We install and repair wood, chain-link, wrought-iron and aluminum fences, plus driveway gates, automatic gate openers and commercial fencing, for Pasadena from our Galveston base. Two of our Pasadena projects have their own write-ups on this page.
Do I need a permit for a fence in Pasadena?
In most cases, yes. The City of Pasadena fence ordinance (Sec. 9-3) requires a permit from the building official to erect, enlarge, alter or move a fence or wall. Minor repair or replacement with no change in material or location is exempt, as is a two- or three-strand barbed wire pasture fence for livestock.
How tall can a fence be in Pasadena?
Residential fences can be up to 7 ft unless your subdivision’s deed restrictions prohibit it. A fence forward of the front residential building setback line is limited to 4 ft and must be chain link, wrought iron or white picket. Commercial fences can be up to 9 ft, and anything over 7 ft needs an engineer-sealed drawing designed for a 90 mph wind load (Sec. 9-3).
How much is a fence permit in Pasadena?
The city’s ordinance text sets the fee at $20 for each 500 lineal feet or part of it, for each side of the fence, gates and doors included. Fees can change, so confirm the current amount with the City of Pasadena Planning Department before you apply.
How close to a ditch can I build a fence in Pasadena?
At least 5 ft from an open drainage channel, ditch, swale or bayou, measured from the fence line to the top of bank, right of way or easement. Fences can’t be built on or inside the drainage easements of the city, Harris County, TxDOT or the Harris County Flood Control District, and not where drainage has to flow under the fence (Sec. 9-3 and 9-6).
Can I put in a vinyl or aluminum fence in Pasadena?
The residential text of Sec. 9-3(1) names wood boards, masonry, chain link and wrought iron, and doesn’t name vinyl or aluminum. Ask the City of Pasadena whether your product is accepted before you order, and check your deed restrictions too.
