Is an Aluminum Fence Code-Compliant Around a Pool?

Usually, yes — but “aluminum” isn’t the rule being checked. A pool barrier in Galveston has to meet the 2021 ISPSC’s height, gap and gate requirements no matter what it’s made of, and most standard aluminum picket fencing already clears the loosest version of the gap rule. Here is exactly what still has to be checked.

The short answer

Aluminum is not a pool-code category by itself. In Galveston, a private pool follows the City’s permit requirement to meet the 2021 ISPSC, which checks barrier height, opening size, climbability and gate hardware — regardless of material. Most standard aluminum picket fencing (1 in. pickets, rails 45 in. or more apart) already meets the 4 in. gap limit that applies at that rail spacing. What still needs checking: overall height, whether closely spaced rails face the pool side, and the gate’s self-closing, self-latching hardware.

What the code actually checks

A Galveston pool permit for a private home requires the 2021 International Swimming Pool and Spa Code (ISPSC). It checks four things on any barrier, whatever it’s built from: height (at least 48 in., measured on the side away from the pool), openings (no 4 in. sphere can pass through), climbability (no horizontal rail arrangement that forms a ladder), and the gate (opens outward, self-closing, self-latching). An apartment, condo or HOA pool instead follows Health and Safety Code Chapter 757, which checks the same four things with a few different numbers — see the full side-by-side in Texas pool fence code requirements.

Nothing in either rule singles out aluminum. The one material call-out that does exist is a ban on chain link for a new apartment/condo/HOA enclosure built after 1994 (757.003(f)) — aluminum has no equivalent restriction.

Do standard aluminum picket gaps already pass?

Often, yes. A common aluminum fence specification (Ultra Aluminum’s published Section 32 31 19) runs 1 in. square pickets through three horizontal rails up to 7 ft of height, four rails at 7-8 ft, with posts set 71.5 in. on center. At that rail count and spacing, the rails typically run 45 in. or more apart, which puts the fence under the ISPSC’s looser rule: gaps up to 4 in. between pickets (305.2.6). Most ornamental aluminum picket spacing is well inside that.

Where it gets stricter: if a buyer specifically wants a tighter “no-climb” picket layout with rails closer than 45 in. apart, the gap limit drops to 1¾ in., and those rails must sit on the pool side of the fence rather than facing outward (305.2.5) — see the next drawing. Not every stock aluminum product line offers that configuration; ask for it by name if the fence will double as a pool barrier.

Why aluminum holds up well next to a pool

Code compliance aside, aluminum has practical advantages near a pool. It doesn’t rust the way bare or poorly galvanized steel can when splashed with chlorinated water, and a published aluminum fence specification tests its powder-coat finish to 3,000 hours of ASTM B117 salt-spray exposure and 3,000 hours of ASTM D2247 humidity exposure — relevant both for pool chemicals and for Gulf Coast salt air. Die-cast hardware fittings on that same spec are Alloy A360.0 per ASTM B85, chosen for corrosion resistance.

By comparison, chain link is barred outright from new apartment/condo/HOA pool enclosures (above), and wood fencing near a pool deals with rot and splinter maintenance that aluminum doesn’t.

Is aluminum fencing allowed around a pool in Texas?
Yes — there is no rule against aluminum as a pool barrier material. The barrier still has to meet the applicable code: the 2021 ISPSC for a private Galveston home, or Health and Safety Code Chapter 757 for an apartment, condo or HOA pool.
What picket gap is allowed on a pool fence?
Up to 4 in. if the horizontal rails are 45 in. or more apart (top of rail to top of rail); down to 1¾ in., with the rails on the pool side, if the rails are closer together than that (ISPSC 305.2.5, 305.2.6).
Does an aluminum pool fence need a special "no-climb" style?
Only if its horizontal rails are spaced less than 45 in. apart — then the rails must face the pool side and the picket gaps must shrink to 1¾ in. A standard layout with rails 45 in. or more apart can use the looser 4 in. gap rule and either rail orientation.
How high does the gate latch need to be on an aluminum pool gate?
At least 54 in. above the ground for a residential pool under the 2021 ISPSC, or at least 60 in. under Health and Safety Code 757 for an apartment, condo or HOA pool — unless a lower, pool-side-only release meets the code’s alternate spacing rule.
Is chain link banned around pools, but aluminum is not?
Correct, for an apartment, condo or HOA pool: Health and Safety Code 757.003(f) prohibits chain link on a new enclosure built after January 1, 1994. There is no equivalent ban on aluminum fencing.
