Semi-Privacy Vinyl Fencing in Galveston: Shadowbox, 3-Inch and 6-Inch Panels, and What Code Actually Says

"Semi-privacy" is Barrette Outdoor Living’s umbrella name for three different vinyl panels -- Shadowbox, 3-inch picket and 6-inch picket -- each with its own board width and panel-height options. None of them come close to Galveston’s 60% "transparent" threshold once you work out the real gap from the printed panel dimensions, which changes how tall a front-yard fence can go and whether it can double as part of a pool barrier. Here is what each panel actually is, the math behind that transparency call, and a checker for a specific property.

A vinyl picket fence at a Galveston County job, for the open end of the spectrum. Semi-privacy panels (covered below) use the same posts and rails with the gaps narrowed way down -- not this open.
The short answer

"Semi-privacy" is Barrette Outdoor Living’s name for three different vinyl panels, not one fixed look: Shadowbox (boards alternate both faces of the rail), 3-inch picket (3-inch-wide vertical pickets) and 6-inch picket (6-inch-wide pickets) -- all built from the same ASTM F964 rigid PVC as every other vinyl style. Barrette’s catalog publishes each panel’s rail length, board width and board count, but not a gap dimension directly. Working that gap out from the printed numbers (rail length minus total board width, spread across the spaces between boards) puts both picket versions under 1 inch of daylight per gap, and the Shadowbox at essentially none head-on -- nowhere near Galveston’s 60% "transparent" mark, so a semi-privacy front-yard fence should be planned at the solid-fence height limit, not the taller transparent-fence allowance, unless a specific panel is checked and proven otherwise.

What "semi-privacy" actually means in vinyl fencing

Semi-privacy isn’t one product -- it’s a category name Barrette Outdoor Living uses for three different panels, each built from the same rigid PVC covered by ASTM F964. Shadowbox alternates .55"x6" boards on both faces of the rail (16 boards on an 8' panel), so the fence looks similar from either side and each board partially screens the gap left by the one across from it. 3-inch picket and 6-inch picket are simpler: vertical pickets of that width (7/8"x3" or 3/4"x6") spaced evenly along the rail, closer to a narrow-gap picket fence than a true privacy panel. All three ship with an aluminum insert in the top rail for extra stiffness -- a reinforcement the plain solid-privacy panel in the same catalog line doesn’t list.

Panel heights vary by style: Shadowbox comes in 72" (8'W), 70" (6'W) and a 48" (6'W) option; the picket versions are catalogued mainly at 72" (8'W), with narrower widths also listed. For the full vinyl style lineup (solid privacy, picket, ranch rail) and how they compare, see our vinyl fence guide; for the category across other materials (wood, chain link), see semi-privacy fencing and board-on-board vs. shadowbox.

Three vinyl panel elevations on the same 94 inch rail. Shadowbox: 16 boards of 6 inches each alternating both faces, totaling 96 inches of board on a 94 inch rail, no straight-through gap head-on. 3-inch picket: 25 pickets of 3 inches each, about 19 inches of total gap spread across 24 spaces, under 1 inch per space. 6-inch picket: 14 pickets of 6 inches each, about 10 inches of total gap spread across 13 spaces, also under 1 inch per space. A caption notes the board and picket counts come from the Barrette catalog; the gap figures are this page\u2019s own derived arithmetic. SHADOWBOX3-IN. PICKET6-IN. Despite the different names, all three panels land at well under 1 inch of daylight per gap -- the "3" and "6" in Barrette’s names describe picket width, not how open the fence is.

Working out the actual gap (Barrette doesn’t publish one)

Barrette’s catalog and kit instructions give a rail length (94" for an 8' panel), a board or picket width, and how many fit on that rail -- but no gap dimension. That’s simple arithmetic to work out: for the 3-inch picket panel, 25 pickets at 3" each use 75" of the 94" rail, leaving about 19" of total gap spread across the 24 spaces between them -- under an inch each. The 6-inch picket panel uses 14 pickets at 6" each (84" of the rail), leaving about 10" spread across 13 spaces -- also under an inch each. The Shadowbox panel is different again: 16 boards at 6" each add up to 96" of board on a 94" rail, which only works because they alternate faces and overlap, leaving effectively no straight-through gap when viewed head-on.

None of that is a number Barrette prints -- it’s this page’s own estimate from their published dimensions, offered as a planning figure, not a certified measurement.

Two panels. Left, front-yard transparency test under LDR 2.501.B: gauges show the 3-inch picket panel at about 2 percent open and the Shadowbox at about 0 percent open, both far short of the 60 percent mark that unlocks 5 or 6 feet of front-yard height; caption recommends planning at the 4-foot solid limit unless a specific panel is verified more open. Right, pool barrier test under 2021 ISPSC 305.2.2 and Barrette\u2019s own catalog badges: the 3-inch semi-privacy panel is marked Pool Code Approved in the catalog, the Shadowbox has a separate Shadowbox Pool Code SKU, and the 6-inch semi-privacy extract reviewed shows no pool-code badge; caption notes the gap math suggests all three clear the 4-inch sphere test on paper but panel height and a full ISPSC review still apply. This page\u2019s own estimate, not an official measurement method -- LDR §2.501 does not define how to measure "transparent." The same narrow gaps that keep this style out of the "transparent" height bonus are also why Barrette can badge two of the three panels for pool code -- but always confirm the specific SKU and get a full ISPSC review before counting on any fence as a pool barrier.

What that means for Galveston height and pool rules

City of Galveston LDR §2.501.B caps a solid front-yard fence at 4 ft for a single-family home (6 ft elsewhere on the lot carries no transparency test), with a bonus to 5 ft -- or 6 ft for a single-family-attached or multifamily property -- once the fence is at least 60% transparent. Since neither semi-privacy picket panel nor the Shadowbox comes close to that mark by the arithmetic above, the practical planning number for a semi-privacy front-yard fence is the solid-fence height, not the transparent one, unless a specific as-built panel is independently checked and found more open than its catalog dimensions suggest. For a nonresidential or mixed-use property the limit is a flat 8 ft (12 ft for a tennis-court fence) under §2.601.B, with no transparency bonus to claim either way.

Wind exposure and post spacing for semi-privacy vinyl follow the same manufacturer WindZone-style table covered on our vinyl fence guide -- not repeated here. One detail worth knowing for a sloped lot: Bufftech’s own installation guide marks its semi-privacy wind/footing diagram "Stepping Recommended," meaning posts should be extended to keep the rails level rather than angling the rails to follow the slope (the "racking" method used on some other styles).

Questions we get about this

What is a semi-privacy vinyl fence?
Barrette Outdoor Living’s umbrella name for three different vinyl panels: Shadowbox (boards alternating both faces of the rail), 3-inch picket and 6-inch picket (vertical pickets of that width spaced along the rail). All three use the same rigid PVC covered by ASTM F964 as every other vinyl style.
What is the difference between the Shadowbox, 3-inch and 6-inch semi-privacy panels?
Board/picket width and how many fit the rail: Shadowbox uses 16 boards (6" wide) alternating both faces of the rail; the 3-inch picket panel uses 25 pickets (3" wide); the 6-inch picket panel uses 14 pickets (6" wide). Worked out from those printed counts, all three land at under 1 inch of gap per space -- the names describe picket width, not openness.
Does a semi-privacy vinyl fence count as "transparent" under Galveston’s fence code?
Almost certainly not. Galveston’s front-yard height bonus (5 ft single-family, 6 ft attached/multifamily) requires at least 60% transparency (LDR §2.501.B). Working the gap out from Barrette’s printed panel dimensions puts every semi-privacy style at a small fraction of that, so plan a front-yard semi-privacy fence at the solid 4 ft limit unless a specific panel is verified otherwise.
Can a semi-privacy vinyl fence be used as a pool barrier?
It depends on the specific panel. Barrette’s catalog badges its 3-inch semi-privacy panel "Pool Code Approved" directly and prints a separate "Shadowbox Pool Code" SKU; the 6-inch semi-privacy extract reviewed for this page shows no equivalent badge. Any pool barrier also has to clear the 2021 ISPSC’s full requirements (48 in. minimum height, no 4 in.-sphere opening, latch height, etc.), not gap size alone -- confirm the exact SKU and get a full code review.
What panel heights does semi-privacy vinyl come in?
Per Barrette’s catalog: Shadowbox in 72" (8′ wide), 70" (6′ wide) and 48" (6′ wide); the picket versions mainly at 72" (8′ wide), with other widths also listed. Confirm current availability with your installer.
Does semi-privacy vinyl need different post spacing on a windy lot?
Post spacing for vinyl semi-privacy styles is set by wind exposure and footing depth, per the manufacturer’s own WindZone-style table -- covered on our vinyl fence guide rather than repeated here. On sloped ground, Bufftech’s install guide specifically recommends the "stepping" method (extending posts, keeping rails level) for its semi-privacy line.
