The short answer

Mustang Fencing Services installs and repairs wood, vinyl, aluminum, ornamental iron and chain-link fences, plus driveway, electric and commercial gates, for Bacliff, TX from our Galveston base. Bacliff is an unincorporated community in Galveston County, on Galveston Bay -- there is no City of Galveston fence permit or height table here. Instead, Galveston County Floodplain Permitting permits all "development" as broadly defined in the County's Flood Damage Prevention Order, and a fence is not listed as an exception, so it is worth asking the County whether yours needs a permit. If your home is raised on piers in a V or VE flood zone, a federal rule (44 CFR 60.3(e)(5)) also governs whether a fence or gate can close in the space underneath it.

What does your Bacliff fence raise with the County?

Bacliff is unincorporated, so there is no City of Galveston fence permit or height table here. Answer these to see which County floodplain questions apply before you order material. This is a planning aid, not a permit decision -- Galveston County Floodplain Permitting makes that call.

0QUESTIONS TO ASK THE COUNTY
City permitNone. Bacliff is unincorporated Galveston County; the City of Galveston fence permit and height table don't reach here.
Floodplain permitGalveston County permits all "development" as defined in its Flood Damage Prevention Order -- "any man-made change in ... real estate" -- and a fence isn't listed as an exception. Ask County Floodplain Permitting, (409) 770-5552, whether yours needs one.

No City code here -- County floodplain rules fill the gap

Bacliff has no city government, no zoning department and no City of Galveston fence permit. That is what "unincorporated" means on the ground: the rules that govern an incorporated city's fences -- a height table, a permit office at City Hall -- simply don't exist for Bacliff the way they do for Kemah, Dickinson, Santa Fe, Hitchcock, La Marque or Clear Lake Shores.

What does reach a Bacliff property is Galveston County Floodplain Permitting. The County's Flood Damage Prevention Order defines "development" as "any man-made change in improved and unimproved real estate, including but not limited to buildings or other structures, mining, dredging, filling, grading, paving, excavation or drilling operations or storage of equipment or materials" -- and a Floodplain Development Permit is required "to ensure conformance with the provisions of this ordinance." A fence is not called out as an exception anywhere we could find in that ordinance, so we tell customers to ask the County directly rather than assume either way.

One useful distinction: the same ordinance defines "Structure," for floodplain purposes, as "a walled and roofed building ... that is principally above ground." A fence doesn't meet that definition, so the ordinance's building-specific elevation rule -- new residential construction or substantial improvements must be elevated a minimum of 18 inches above base flood elevation -- binds the house, not the fence, on the ordinance's own terms. That doesn't settle whether the general development permit applies to a fence; it only means the house's elevation rule doesn't automatically carry over to it.

Before applying for anything, the County's own floodplain permit application page says to start with its GIS map, which looks up whether a property is in unincorporated Galveston County, its flood zone, its distance from mean high tide, and whether it's in a concrete-regulated area. Floodplain Permitting typically responds to an initial application in 5 to 7 business days (up to 10 for large-scale development), at 722 Moody Avenue, Galveston, (409) 770-5552.

Middle: the County GIS map is the first stop, looking up unincorporated status, FEMA flood zone, distance from mean high tide and whether the lot is in a concrete-regulated area. Right: a Floodplain Development Permit may be required since development is broadly defined as any man-made change to real estate and a fence is not listed as an exception; Galveston County Floodplain Permitting typically responds in 5 to 7 business days. Fencing around a home raised on piers

Many Bacliff homes stand on piers or piles because of flood risk from Galveston Bay. Whether that matters for a fence depends on the FEMA flood zone your lot sits in -- look it up on the County GIS map or FEMA's Flood Map Service Center, or check an elevation certificate if the house has one.

In a V or VE zone, the federal floodplain criteria every participating community must adopt (44 CFR 60.3(e)(5)) require the space below the lowest floor of an elevated building to be free of obstruction, or enclosed only with non-supporting breakaway walls, open wood lattice, or insect screening designed to collapse under wind and water without damaging the house.

  • A fence that runs up to the house and stops leaves that space open -- the simplest layout, and it doesn't raise the question at all.
  • A fence or gate that would close in part of the space below the house becomes part of that question. Ask County Floodplain Permitting before building it that way.
  • A or AE zones carry their own enclosed-space provisions, separate from the V-zone breakaway-wall wording above; ask the County which applies to your lot.
Cross-section of a home raised on piers. A fence that stops at the house and leaves the space below it open avoids the under-house enclosure question. A fence or gate that closes in that space triggers the V-zone question: federal rule 44 CFR 60.3(e)(5) requires the space below the lowest floor to stay free of obstruction, or be closed only with non-supporting breakaway walls, open wood lattice or insect screening. Questions we get about this

Do you install fences and gates in Bacliff, TX?
Yes. We install and repair wood, vinyl, aluminum, ornamental iron and chain-link fences, plus driveway, electric and commercial gates, for Bacliff homeowners from our Galveston base.
Do I need a City of Galveston fence permit in Bacliff?
No. Bacliff is unincorporated Galveston County, so City of Galveston fence permits and height rules don't apply. There is no city government or city fence code here at all.
Does Galveston County have a fence height rule like a city would?
We did not find a county-wide fence height or fence-material ordinance for unincorporated Bacliff. What does apply is floodplain permitting: the County's Flood Damage Prevention Order permits "development," broadly defined, and a fence is not listed as an exception. Check your subdivision's deed restrictions too, since those can set their own limits.
How do I know if my Bacliff fence needs a County floodplain permit?
Start with the Galveston County GIS floodplain map, which looks up your flood zone, distance from mean high tide and unincorporated status. Then ask County Floodplain Permitting, (409) 770-5552, whether your specific fence counts as development requiring a permit. Initial response typically takes 5 to 7 business days.
My home is raised on piers -- can a fence close in the space underneath it?
In a V or VE flood zone, federal rule 44 CFR 60.3(e)(5) requires that space to stay free of obstruction, or be closed only with breakaway walls, open wood lattice or insect screening. A fence that stops at the house and leaves the space open avoids the question; one that closes it in should be discussed with County Floodplain Permitting first.
Does Bacliff have the same beach/dune rules as Bolivar Peninsula?
No. Bacliff fronts Galveston Bay, not the open Gulf of Mexico, so the County's Dune Protection and Beach Access Plan -- which governs Gulf-beach construction on Bolivar Peninsula -- does not apply here. Floodplain permitting is the relevant County regime for Bacliff.
Who handles water, sewer and power locates before fence posts go in?
Galveston County lists Bacliff MUD for public water and sewer, (281) 339-1634, and CenterPoint Energy for address assignment and power. Call 811 before digging any post holes -- see our guide on calling 811 before installing a fence.
