Privacy Fence Installation in Galveston, TX

A privacy fence is a solid wall of boards or panels that blocks the view into your yard. The choices that matter are the material, how the boards meet, and where the fence stands, because a front yard in Galveston allows only half the height of a back yard.

The short answer

A privacy fence has no gaps you can see through. At a home in the City of Galveston it can be up to 8 ft tall at the side and rear, but only 4 ft in the front yard, because the 5 ft front-yard allowance needs a fence that is at least 60% see-through. Fences not over 7 ft are exempt from a City building permit. In wood, how the boards meet matters: treated pine goes in wet and each 5½″ board can narrow about ¼″ as it dries, so butted boards open small gaps. Board-on-board overlaps keep the view closed.

Which privacy fence, and how the boards meet

  • Wood, side-by-side. Boards butted edge to edge on two or three rails, often with dog-ear tops. It uses the fewest boards. Pine or cedar: see cedar vs. pressure-treated pine.
  • Wood, board-on-board. A second layer of boards laps the gaps in the first, so drying never opens a see-through joint. It takes more boards. See board-on-board wood fences.
  • Capped wood. A top cap and trim board over the boards and posts, and a rot board at the ground. You can see both on the fences in the photos on this page.
  • Vinyl. Solid PVC panels with steel stiffeners in the rails and no paint to keep up. See full privacy vinyl and vinyl fences.

Vinyl post centers: Bufftech (CertainTeed) installation guide, privacy panels 72″ (6 ft wide) and 96″ (8 ft wide). Wood has no maker’s figure, so pick the spacing your builder quotes. Board counts assume 5½″ boards (a nominal 1×6). Board-on-board puts two boards in every 11″ − 2 × overlap. Drying: USDA Wood Handbook Table 13-5 (loblolly pine 0.00259, western redcedar 0.00234 per 1% moisture), from 30% to 14%. Gulf cities in the Handbook’s Table 13-1 sit at about 13–15% outdoors. Boards that go in drier move less. Walk gates are taken as 4 ft openings, and runs round up to whole sections, so treat this as a planning list, not an order. What happens at the estimate and install

  1. Free on-site estimate. We walk the line with you, mark the gates and corners, and check where your front yard starts, whether an HOA, historic district or the 1,000 ft coastal question applies, and which material fits.
  2. The line. The fence goes inside your property line. If you don’t know where it is, a survey or the property pins settle it before any post goes in. With a neighbor, agree which side gets the finished face.
  3. Posts. Posts are set in concrete on the spacing the material needs. Gate posts carry the most load.
  4. Rails, boards and gates. Rails go on, then the boards or panels, then any cap, trim and rot board. Gates are hung and adjusted last.

What affects cost and timing

You get a written price after the free on-site estimate. What moves it:

  • Material. Treated pine costs least to start. Cedar, vinyl and composite cost more; vinyl and composite need no stain.
  • Layout. Board-on-board uses about 22% to 38% more boards than butted boards, depending on the overlap.
  • Height. Taller boards, deeper holes and, over 7 ft, a building permit question.
  • Extras. A top cap, trim and rot board add material and labor.
  • Gates and the ground. Each gate adds posts and hardware. Slopes, roots, old fence removal and concrete to cut through add time.

Questions we get about this

How tall can a privacy fence be in Galveston?
At a home in the City of Galveston, a fence can be up to 8 feet tall at the side and rear. In the front yard, a solid fence is limited to 4 feet; 5 feet is allowed only if the fence is at least 60 percent see-through, which a privacy fence is not. HOAs and other cities can set different limits.
Do I need a permit for a privacy fence in Galveston?
The City’s residential code exempts fences not over 7 feet from a building permit. The Planning Division has a separate fence permit application that asks whether the fence is in a historic district, in the Cedar Lawn conservation district, or within 1,000 feet of mean high tide. Check with the City for your address before you build.
Do I need HOA approval for a privacy fence?
If your deed restrictions require architectural approval, yes: get it in writing before you build. Under Texas Property Code 202.023, an HOA may not prevent a perimeter fence, but it may regulate the type of fencing and, if a covenant provides for it, prohibit fencing in front of the front-most building line of the house. The City’s fence permit form also has you certify that the fence does not violate any deed restrictions. See HOA fence approval in Texas.
Why do gaps open in a new wood privacy fence?
Pressure-treated wood is usually installed wet, and it shrinks across its width as it dries. By the USDA Wood Handbook’s figures, a 5½-inch pine board drying from about 30 percent to 14 percent moisture narrows about 0.23 inch, so butted boards can open gaps about that wide. Board-on-board layouts overlap the joints so the view stays closed.
Is board-on-board worth the extra cost?
If you want no see-through gaps after the wood dries, it is the layout that prevents them. With a 1-inch overlap it takes about 22 percent more boards than butted boards, and about 38 percent more with a 1½-inch overlap.
Wood, vinyl or composite for a privacy fence near the beach?
Wood costs least to start and needs a finish kept up. Vinyl and composite cost more but need no stain or paint. A solid fence of any material takes the full wind load, so post spacing and footing depth matter more near open water; see our hurricane-ready fencing page.
Which side of the fence faces my neighbor?
On a single-sided wood fence, one side shows the posts and rails and the other shows a smooth face of boards. Which face goes where is your choice; on a shared line, agree it with your neighbor first. A double-sided build puts boards on both faces.
Do I need to call 811 before a privacy fence goes in?
Yes. Fence post holes go deeper than the 16 inches that triggers Texas’s one-call law (Utilities Code 251.002(5)), so whoever digs must notify 811 at least 48 hours ahead, not counting weekends and holidays. 811 won’t mark private lines such as sprinklers or pool plumbing.
